Parts of the US make plans to reopen as number of cases, deaths rise

Several states have announced plans to allow businesses to reopen amid the coronavirus pandemic. Some of those states have yet to report the recommended 14-day decline in cases, one of President Trump's own guidelines for reopening. Now the question is will the risk these governors are taking outweigh the benefits?
